William Tapia of Arizona was the winner of our January Stamp IQ Contest, answering - The domestic letter rate was lowered from 3 cents to 2 cents on October 1, 1883, the date the two-cent red brown stamp (Scott No. 210) was issued.

Obviously, the picture above was taken at a public auction. The
period was some time during the latter 1940s and the sale,
conducted in New York by the Harmer firm, was one of the
best-attended and best known stamp auctions in history.
 
 The auction featured the collection of one individual.
